Second Miltia has its own government that is separate from that of the Galaxy Federation. The U.M.N. Headquarters, Vector's Second R&D Division, and many spaceports dot the skyline of the planet's capital. Second Miltia is also the location of the capital of the Galaxy Federation, located on Fifth Jerusalem, a large administrative space-station in orbit tethered to the planet by a large-scale space elevator. As the name suggests, it is the fifth capital of the Galaxy Federation, a governing agency established after the fall. The station serves as a spaceport and as an administration center and seat of the central legislative judicial, and administrative agencies. The headquarters of the S.O.C.E. is also located here.
